Local authorities are responsible for local care, support and education services for disabled children and PCTs were responsible for local health services for disabled children until they were abolished on 31st March 2013 as part of the Health and Social Care Act 2012. PCT have been replaced by clinical commissioning groups, with Health and Wellbeing Boards providing strategic leadership. To help local authorities and PCTs make this commitment EDCM developed the EDCM Charters. The Charters are a set of commitments that local authorities and PCTs can sign up to to show that disabled children are a priority in their area. They are signed by the people that have a responsibility to engage with children and families in their area. In 2013, the PCT Charter was replaced with the Disabled Children's Charter for Health and Wellbeing Boards.

Please note: The Charters are limited to England only due to devolution. Devolution is the process of powers that have previously sat with central Government being given to regional bodies. For example decisions on health used to be taken by the Westminster Government but are now taken by the Welsh Assembly Government for Wales and the Scottish Parliament for Scotland.
